Who We Are

Greetings, colleagues,

My name is WAN Shuchun , and it is a great honor to serve as a Programme Manager at the WCO Asia/Pacific Regional Office for Capacity Building (ROCB A/P). I come from Shanghai Customs University in China, where I previously served as Deputy Director of the International Exchange Department and concurrently as Deputy Director of the Office of the WCO Regional Training Centre for the Asia Pacific (China) (RTC China), overseeing the implementation of WCO-related programmes undertaken by the RTC.

As a Professor of Law holding a Ph.D. in Constitutional and Administrative Law, I have long devoted my research to the rule of law in the reform and innovation of customs systems. Beyond academia, I have also gained hands-on experience: I served for six months as Deputy Director of Shanghai Waigaoqiao Bonded Zone Customs, the customs office serving China's first pilot free trade zone, and was seconded to the Department of International Cooperation of the General Administration of Customs of China (GACC), where I was involved in APEC-related work for 2026. Drawing on these combined experiences across academia, frontline operations, and international cooperation, I have been engaged in customs capacity-building programmes, including defining programme themes, developing curricula, and arranging faculty, as well as taking part in overseas training for partner Customs administrations.

I look forward to bringing my legal scholarship, practical customs experience, and programme expertise to my new role, and to working closely with Customs administrations and colleagues across the Asia-Pacific region to deliver effective, demand-driven capacity-building programmes.
